b15 Minor Update

A very minor update with some small quality of life changes I've been sitting on while I've been busy working on other things

• Dogs will no longer be recruited by sleepers expanding their network
• Recruiting sleepers will get you a map of their workplace
• Paused the death penalty countdown on imprisoned Liberals if the prison is closed
• Removed dead liberals from current subordinate count to allow for immediate replacement during site actions via the "Release Oppressed" action
